USDA inspectors explained to an unlicensed person presenting three red foxes (#7700, 7701, and 7702) for consignment that a valid license was required to sell the animals, and auction staff were made aware that the individual did not hold a valid license. The person left the animal intake area and decided not to consign the animals at that time. However, the same individual returned later the same day and consigned the foxes. Auction staff accepted the unlicensed consignment when inspectors were no longer present.
